Citizen Transfers: New Rates in the SBP

Banks will not be able to charge fees to citizens for transfers for the benefit of the state (C2G payments) via the Fast Payment System (FPS). This refers to the payment for services such as kindergartens, clubs, sections, taxes, fines, and so on.

The Bank of Russia has set the maximum reward that banks can charge their clients for such payments at a zero level. The new tariffs will take effect from November 1, 2024.

It is important to note that banks themselves do not pay any commissions to the regulator for conducting C2G payments.

Currently, the FPS already has the capability to process payments to the budget for accruals. For example, for paying fines for traffic rule violations. In the future, this service is planned to be expanded by adding an option for payment through government service portals, including municipal ones, as well as at places where such services are provided.

Additionally, starting in November, the limit for free transfers, which amounts to 100,000 rubles per month, will also apply to transactions with electronic wallets. Within this amount, it will be possible to transfer money to another person for free through the FPS, as well as to replenish one’s own electronic wallets.
