Fraud in the area of Mandatory Traffic Insurance: the number of problematic regions has decreased even further.

In the II quarter, the Karachay-Cherkess Republic improved its indicators and exited the list of problematic regions. The republics of Ingushetia and Dagestan, the Chechen Republic, as well as Novosibirsk Oblast, remain in the «red» zone.

The Bank of Russia has improved the risk profiling methodology for subjects and used a new indicator in monitoring—an indicator of sampling based on the «recurrence» of losses. It allows for the analysis of regional specifics in cases where the same driver or vehicle is involved in accidents multiple times over the course of a year. If a region has a high number of insurance events with such characteristics among its accidents, it indicates high risks of dishonest actions. For instance, repeated accidents involving a driver who receives large insurance payouts as a victim may be intentional.

Such unjustified payments for fake accidents, inflated claims by victims, and other dishonest actions ultimately lead to an increase in prices for compulsory third-party liability insurance (CMTPL) for all drivers.

The assessment considering the values of the new indicator helps to identify hidden negative trends in the regions and take measures to combat insurance fraud. Counteracting dishonest practices helps maintain the level of accessibility of CMTPL in the regions and curb prices for «auto liability» insurance.
