Launched service to digital interaction between citizens and banks through a Single portal of public services
Ministry for digital development, communications and mass communications of the Russian Federation and Bank of Russia launched into commercial operation a service that will enable citizens through a personal account of the Single portal of state services remotely to provide personal information in credit and insurance organizations and to services entirely digitally without visiting offices. The service is implemented in the framework of the experiment on the launch of a digital profile of citizens in accordance with decree of the RF Government dated 03.06.2019 No. 710.
Through the new financial services organizations can obtain the necessary information stored about citizens in various databases (Federal tax service, Rosreestr, MIA, FIU, etc.). Thus will be realized the remote interaction between customers and banks without the need for the provision of documents. It is extremely important that you can obtain this information only with the consent of the client, which is stored in a single register digital approvals.
At the moment the project involves the participation of 20 banks and four insurance companies. Where customers are six banks already using the service in the personal Cabinet on the Single portal of public services to fill in the questionnaire on the remote loan online. The list of credit institutions will increase. Insurance companies are testing the possibility of registration of insurance policies CTP and hull through the service.

It allows financial market participants and others to obtain necessary information from trusted public sources in a mode “one window”. Citizens he will provide a convenient and secure way of obtaining banking and other products and services online. And this is especially important today in the conditions of self-isolation, — said the first Deputy Chairman of the Bank of Russia Olga Skorobogatova. — Service is implemented with the necessary measures for the protection of information based on the e-government infrastructure, which is owned by the state.”
“We launched the service on a pilot basis — right now he is in demand and citizens, and banks. In terms of isolation and remote work it is necessary to reduce the number of visits to crowded places, the need for banking services, of course, remains. I want to emphasize that the implemented mechanism is generic and suggests a flexible use. For businesses it is primarily the ability to integrate this service into their digital end-to-end scenarios for the provision of services. For the citizens an opportunity to Express consent for the transfer of digital documents from government to commercial organizations and their data with the state of the platform agreements. In the near future replication of this feature in a variety of areas of our economy,” said Minister for digital development, communications and mass communications of the Russian Federation Maksut Shadaev.
In the future, the project will be extended to all credit and microfinance institutions, as well as supplemented with new information. In particular, the incomes from the information systems of the FTS and the Ministry of labor of Russia, as well as information from credit Bureau. The relevant draft act is being coordinated with the interested state bodies.
